Professor Mario Aguja from Mindanao State University (MSU) states that the pandemic period should not be viewed as a “new normal” but rather an “abnormal” time because of digital inequality, power outages, student anxiety, and home distractions. And these circumstances require compassion from teachers when grading, flexible learning platforms such as radio broadcasts and Facebook Messenger, and community support instead of strict online mandates. Malabon City Councilor Enzo Oreta outlines municipal programs that include blended learning platforms, television and radio broadcasts, and Project RIDE. Project RIDE is a partnership that uses courier riders in the community to bring physical learning modules and answer sheets to students without a reliable internet. Both speakers agree that remote learning must be treated as a collective social responsibility, and they call for national laws that expand the ICT network, make adult learning a regular part of life, and give steady support to local governments.
